Procurement of Tyres for Sindh Integrated Emergency and Health Services Ambulances/Vehicles (Framework Contract) 2026-2027

Sindh Integrated Emergency and Health Services (SIEHS) Karachi invites bids electronically through the EPADS portal for the procurement of tyres for its ambulance and vehicle fleet under a framework contract for the fiscal year 2026-2027. This procurement is based on a Single Stage Two Envelope Procedure as per SPPRA Rules 2010 (Amended). The contract duration is one year, extendable subject to satisfactory performance, with fixed rates valid for the entire period without price revision. Items being procured: - Tyre 165/70/R13 for FAW (32 pcs) - Tyre 165/70/R14 for DFSK (12 pcs) - Tyre 195/65/R15 (450 pcs) - Tyre 235/65/R16 (1,100 pcs) - Tyre 225/65/R17 (408 pcs) - Tyre 145/80/R13 (8 pcs) - Tyre 155-80-R13 (12 pcs) - Tyre 165/65 R14 (36 pcs) - Tyre 185/55/R16 (16 pcs) - Tyre 205/70-R15 (12 pcs + 4 pcs + 4 pcs + 8 pcs) All tyres must be new, unused, genuine branded products sourced through authorized channels with certificates of origin. Refurbished, retreaded, or grey-market tyres are strictly prohibited. Physical inspection and sample approval are mandatory before contract award. The supplier must maintain sufficient stock to meet quarterly fleet requirements without delay. Eligibility requires registration with federal/provincial tax authorities, FBR active taxpayer status, and compliance with SPPRA rules. Bid security of Rs. 1,418,104 is required. Bids must be submitted via EPADS by 26th October 2026 at 11:30 AM. Tender fee is Rs. 3,000 payable via Pay Order or Demand Draft. Performance security of 5% of contract value is required upon award. The procurement agency reserves the right to reject any or all bids. Bidders should monitor EPADS for amendments. Late or conditional bids will be rejected.
