Tender Description

The Islamabad Capital Territory Police invites bids for the procurement of Tyres, Tubes, Batteries and Filters (Oil, Air, Fuel) for its Motor Transport (MT) Fleet in Islamabad. This procurement is conducted under National Competitive Bidding (NCB) using a single stage two envelope bidding procedure through the PPRA e-procurement system (EPADs). Bidders must be original manufacturers or authorized agents registered with Income Tax and Sales Tax departments in Pakistan and must be on the Active Taxpayers List (ATL). Earnest money in the form of bid security is required at 2% of each lot value, payable via pay order or bank draft in favor of AIG Logistics, Islamabad. The procurement includes a comprehensive list of items as per the annual demand specified in the Price Schedule, including a wide range of tyres and tubes for various vehicle types such as Suzuki Cultus, Toyota Pickups, Ambulances, Buses, Trucks, and motorcycles; batteries of various sizes and brands including AGS, Exide, Volta, and Yuasa; and filters for oil, fuel, and air for multiple vehicle models. Items being procured: - Tyres and tubes for 52 Suzuki Cultus 2010 model, 72 Suzuki VXL Cultus 2020, 136 Honda VTI and Toyota Yaris cars, 340 Toyota XLI, Prius and Honda Reborn cars, and many other vehicle types totaling hundreds of units - Batteries including V-55, N70 Dry, NS65L Dry, EX100, EX110L, and others for various vehicles including Suzuki Cultus, Toyota GLI, Hiace, Land Cruiser, APC models, and motorcycles - Oil filters, fuel filters, and air filters for a wide range of vehicles including Toyota, Suzuki, Isuzu, Mitsubishi, Honda motorcycles, and APC vehicles The technical scope requires compliance with detailed specifications and standards as per the bidding documents. Samples must be provided at the time of bid opening for official record and testing by the Islamabad Capital Territory Police Technical Committee. Laboratory testing costs are borne by the bidder. Delivery is to be completed in a single installment within 90 days from the date of purchase order issuance, with penalties applicable for late delivery beyond 60 days. Warranty for tyres is three years or prescribed mileage; batteries carry a one-year warranty. Bidders must have valid NTN, GST registration, and a bank account with a scheduled bank. Firms must not be blacklisted and must submit an affidavit to that effect. The bids are to be submitted online via PPRA EPADs; manual bids will not be accepted. Original bid security must be submitted physically to the office of AIG Logistics before the closing date. The financial bids of technically qualified bidders will be opened in the presence of bidders or their representatives. The contract will require a 5% performance guarantee upon award. Payment will be made in Pakistani Rupees after delivery, inspection, and acceptance of goods. The procurement process emphasizes transparency, quality assurance, and adherence to PPRA rules.
