Procurement of Upgraded and Miscellaneous Items for Manufacturing of 22x Mohafiz-V on Delivered Duty Paid Basis

Heavy Industries Limited (HIT) Taxila Cantt invites sealed tenders from reputed firms possessing NTN certificates for the procurement of upgraded and miscellaneous items required for manufacturing 22 units of Mohafiz-V vehicles on Delivered Duty Paid (FOR) basis. The procurement follows PPRA and MoDP rules and will be conducted under a Single Stage Two Envelope procedure. Items being procured include a comprehensive list of materials and components such as Toyota Land Cruiser Chassis LC-79, ballistic steel sheets, mild steel sheets and pipes, bullet proof glasses, run flat systems, upgraded brake and suspension systems, power enhancement kits, cargo hatch accessories, armoured turrets, door locks and handles, towing hooks, fire extinguishers, electrical wiring and lighting equipment, seats and upholstery, expendables including cutting discs, welding materials, CNC machine parts, paint items, lubricants, and various tooling and electrical items. The technical scope covers ballistic testing of armoured steel and bullet proof glass as per EN standards, performance testing of upgraded brakes, suspension, clutch systems, and run flat inserts. Inspection and testing will be conducted by the procuring agency or its representatives. Advance samples are mandatory and must be provided free of cost within 15 days of issuance of letter. Eligibility criteria require firms to be registered with HIT or provide valid agency agreements, NTN certificates, and other relevant documents. Bid security, performance bank guarantees, and compliance with warranty and delivery terms are mandatory. Bids must be valid for 90 days extendable to 120 days. Submission deadline is 05 October 2026 at 10:30 hours at the Commercial Directorate, HIT Taxila Cantt. Technical bids will be opened on 06 October 2026 at 11:00 hours. Bidders must submit two separate sealed envelopes for technical and financial proposals along with bid security. Late submissions will not be entertained. The procuring agency reserves the right to accept or reject any or all bids without assigning reasons.
