Procurement of VMware (VCF) 9 Subscription Licenses for 1024 Physical CPU Cores and Talos Omni License Subscription with OEM Support Services

The National Database and Registration Authority (NADRA), Ministry of Interior & Narcotics Control, Government of Pakistan, Islamabad, invites sealed electronic bids from eligible bidders registered with Income Tax and Sales Tax and active on the FBR Active Taxpayers List (ATL). The procurement is for VMware (VCF) 9 subscription licenses covering 1024 physical CPU cores and Talos Omni license subscription with OEM support services. Items being procured: - VMware (VCF) 9 subscription licenses for 1024 physical CPU cores - Talos Omni license subscription with OEM support services The procurement will follow the Single Stage-Two Envelope method with evaluation under LCBS in line with Public Procurement Rules 2004 and related regulations. Bidders must provide bid security in the form of Bank Draft, Pay Order, or Bank Guarantee. The e-bidding documents including detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) portal at https://epads.gov.pk/opportunities/federal/procurements/118933. Bidders must register on EPADS v2.0 to participate. All bids must be submitted electronically through EPADS v2.0 on or before Thursday, October 1, 2026, at 11:00 AM. The bids will be opened on the same day at 11:30 AM. Manual submissions will not be accepted. NADRA reserves the right to reject any or all bids as per Rule 33 of PP Rules 2004.
