Hiring of Project Management Consultant for Khyber Pakhtunkhwa Solarization of Houses Initiative Phase-1

Pakhtunkhwa Energy Development Organization (PEDO) invites technical and financial bids from qualified consultants for hiring a Project Management Consultant (PMC) for the 'Khyber Pakhtunkhwa Solarization of Houses Initiative, Phase-1 (100% Subsidized)'. This procurement follows the Single Stage Two Envelope procedure under Quality and Cost-Based Selection (QCBS) as per clause 23(b) of KPPRA Rules-2014. Items being procured: - Project Management Consultant services for solarization initiative The consultant must hold valid PEC registration with specialized codes 1210 (Renewable Energy sources and System), 1235 (Surveying, Evaluation and Loss Assessment), and service codes 0537 (Engineering Design), 0542 (Design Review), 0545 (Procurement Services), and 0547 (Supervision/Inspection of Equipment Installation). The consultant must also be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and Federal Board of Revenue (FBR) as per RFP provisions. The scope includes managing the solarization project in Khyber Pakhtunkhwa, ensuring quality and cost compliance, and overseeing all technical and financial aspects. Interested consultants can obtain further information from the procuring entity's office and download documents from the e-PAK Acquisition and Disposal System (e-PADS). A pre-proposal conference will be held at Main Committee Room, PEDO House, Sector 38/B-2, Phase-V, Hayatabad, Peshawar on September 17, 2026 at 1100 Hrs. Proposals (technical and financial) must be submitted through the E-PAK Acquisition and Disposal System (EPADS) by September 30, 2026, 1400 Hrs. Hard copy submissions are not allowed. Technical proposals will be opened on the same day at 1430 Hrs in the presence of authorized representatives. The procuring entity reserves the right to reject any or all bids prior to acceptance and will communicate grounds for rejection as per rule 47(1) of KPPRA Rules 2014. Bidders should ensure timely online submission and compliance with PEC and tax registration requirements to avoid disqualification.
