Providing, Laying, Jointing & Testing of 36" dia Pipeline Crossing over Phuleli Canal through Pile-Cap Bridge at Husri Village

The Hyderabad Development Authority (HDA), Hyderabad, invites electronic bids through the Sindh Public Procurement Regulatory Authority (SPPRA) e-Pak Acquisition & Disposal System (EPADS) for the work of providing, laying, jointing and testing of a 36" diameter pipeline crossing over Phuleli Canal through a pile-cap bridge at Husri Village. This tender is issued under the Single Stage - Two Envelope Procedure as per Rule 46(2) of the Sindh Public Procurement Rules, 2010, amended from time to time. Items being procured: - Providing, Laying, Jointing & Testing of 36" dia Pipeline Crossing over Phuleli Canal through Pile-Cap Bridge at Husri Village The technical scope includes pipeline installation across a canal using pile-cap bridge construction techniques, ensuring structural integrity and compliance with engineering standards. The project completion period is 09 months. Eligibility criteria require valid PEC registration in Category C-6 or above with specialization codes CE09 (Sewerage Works / Water Supply) and CE02 (Bridge Structures / Piling). Bidders must also have valid NTN and active status on the FBR Active Taxpayers List (ATL), Sindh Revenue Board registration, and documentary evidence of similar works completed in the last five years. Financial statements for the last three years and proof of qualified technical staff are also mandatory. The bid security is Rs. 873,700 (5% of estimated cost), and a non-refundable tender fee of Rs. 5,000 must be submitted. Bids must be submitted electronically via SPPRA EPADS by 15 September 2026 at 2:00 PM. Technical proposals will be opened the same day at 2:30 PM at the Office of the Executive Engineer, Housing Project Construction Division-I, HDA, Hyderabad. Financial proposals of technically qualified bidders will be opened later as communicated through EPADS. A practical tip for bidders: Ensure all scanned copies of bid security and tender fee instruments are uploaded with the technical proposal, and originals are delivered before the deadline to avoid disqualification. Late or incomplete bids or those submitted outside EPADS will not be entertained.
