Tender Description
The National Information Technology Board (NITB), a federal statutory body under the Ministry of Information Technology and Telecommunication, Islamabad, invites sealed bids for the provision of 100MB dedicated internet services to enhance its operational efficiency. This procurement aims to secure a reliable, high-speed, and scalable internet connectivity solution to support official operations, departmental connectivity, online services, communication systems, video conferencing, cloud-based operations, and future bandwidth expansion requirements.
Items being procured:
- Main Fiber Uplink Deployment at NITB Head Office Data Center
- Initial provision of 100 Mbps CIR internet bandwidth
- Bandwidth scalability up to 200 Mbps
- Provision of minimum 16 Live/Public IPs (subnet allocation)
- Redundancy and failover options
- Fiber splicing, termination, testing, and integration
- Last mile connectivity and deployment
- Connectivity testing, speed verification, uptime validation, and operational commissioning
- Documentation and handover compliant with PTA and telecom regulations
- Additional services/accessories for uninterrupted operations
The scope includes deployment, testing, commissioning, configuration, and operational handover of enterprise-grade fiber internet connectivity with a service availability of 99.5% uptime monthly. The successful bidder must provide 24/7 technical support in Islamabad with fault resolution within specified timeframes. Eligibility requires a legally registered entity with at least three years of operation, valid PTA license, NTN and Sales Tax registration, active taxpayer status, and possession of own optical fiber last mile infrastructure. ISO certifications 9001, 27701, and 27001 are mandatory.
The contract duration is initially two years, extendable by one year. Financial proposals must detail one-time deployment costs, monthly recurring charges, hardware costs, public IPs, bandwidth upgrades, and taxes, quoted in PKR. Bids must be submitted electronically via E-PADS by 12.10.2026 at 1100 hours, with technical bids opening the same day at 1130 hours. A pre-bid meeting is scheduled for 05.10.2026 at 1400 hours at NITB premises, Islamabad.
Bidders are advised to conduct a site visit prior to submission to accurately estimate fiber deployment costs. Bid security of PKR 500,000 is required. The evaluation will be based on technical (70%) and financial (30%) criteria. The contract will be awarded to the highest-ranked compliant bidder. Submission must follow the Single Stage – Two Envelope procedure with original bid security delivered to NITB office.
