Tender Description
The School Education & Literacy Department through its Project Management & Implementation Unit (PMIU) SERP-II, Government of Sindh, invites sealed bids for the provision of additional facilities and renovation of existing Model High / Higher Secondary Schools in District Ghotki. This tender is specifically for the rehabilitation and enhancement of GBHS Daharki, including civil, plumbing, and electrical works.
The technical scope covers comprehensive civil works such as construction and repair of classrooms, science labs, flooring with glazed tiles and marble, anti-termite treatment, and external development including paving blocks and landscaping. Plumbing works include installation of lead pipes, sanitary fittings, water tanks, and sewerage systems. Electrical works involve wiring, installation of fans, lights, energy savers, and solar power systems with hybrid grid inverters and batteries.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in category C-5 or above with specialization codes EE04, CE09, and CE10. Valid electrical licenses for the concerned region and active registration on the Federal Board of Revenue (FBR) or Sindh Revenue Board (SRB) are mandatory. Experience requirements include at least one similar nature work with a minimum cost of 80% of the estimated cost or two works each with 50% of the estimated cost, supported by satisfactory completion certificates. Financial soundness with an average annual turnover not less than the project cost over the last five years is required. Bidders must also provide details of technical staff, equipment, and an undertaking on original e-stamp paper regarding litigation and blacklisting status.
The tender follows a single-stage, two-envelope bidding procedure. Technical bids will be opened on 25th May 2026 at 04:00 PM at the PMIU office in Karachi. The deadline for bid submission is 25th May 2026 at 03:30 PM. Bidders must submit bids electronically via the SPPRA portal; manual bids are not accepted. Earnest money of Rs. 1,481,000 is required in the form of a bank guarantee or pay order. The contract duration is 365 days from the date of commencement.
