Tender Description
The Military Engineer Services (MES) Islamabad invites sealed tenders for the provision of certain facilities at the Pakistan Air Force (PAF) Base. This procurement is specifically for emergency work under PPRA Rule 42-c (v) of 2004, reflecting the urgent nature of the project. The scope involves construction and civil works at the PAF Base, requiring experienced contractors with relevant expertise in similar military or government infrastructure projects.
Contractors must be registered with the Pakistan Engineering Council (PEC) and hold valid registration certificates. Only firms listed on the approved MES contractor list in categories A and B with proven experience in similar works are eligible to apply. The tender documents will be issued only to scrutinized contractors who meet these criteria. The tender submission deadline is 08 June 2026 by 1130 hours, with opening scheduled at 1200 hours the same day at the MES office in Islamabad.
Bidders should ensure their Technical and Financial Bids are complete and accompanied by the required Earnest Money or CDR as per tender instructions. FBR and ATL registration is also mandatory. The tender emphasizes the importance of no litigation or adverse reports against the contractor from government departments. Interested parties can contact CMES (PAF) Islamabad between 0715 to 1335 hours on working days for further details.
A practical tip for bidders is to carefully prepare their documentation to avoid rejection during scrutiny. Ensuring PEC registration and submitting a clear certificate of no litigation will streamline the process. Early application for tender documents is advised to allow sufficient time for bid preparation. This tender offers a significant opportunity for qualified contractors to engage in a high-profile government project with a budget of over **PKR 21.7 million**.
