Provision of Certain Facilities at PAF Base by Military Engineer Services

The Military Engineer Services (MES) invites sealed tenders for the provision of certain facilities at PAF Base, Islamabad. This procurement notice covers three separate works with estimated costs of Rs. 54.058 Million, Rs. 42.000 Million, and Rs. 59.457 Million respectively. The works involve construction, electrical, mechanical, and plumbing services at the PAF Base. Items being procured: - Provision of Certain Facilities at PAF Base (B) Rs. 54.058 Million - Provision of Certain Facilities at PAF Base (A) Rs. 42.000 Million - Provision of Certain Facilities at PAF Base (A) Rs. 59.457 Million Firms must provide detailed work orders, locations, and pictures of completed projects along with satisfactory completion certificates. Eligible firms should have experience in construction, electrical, mechanical, and plumbing works/services and be registered with PEC in the relevant categories. Contractors must provide a certificate confirming no litigation or outstanding reports against them. Applicants must submit personnel lists, bank statements, NTN certificates, and income tax returns for the last three years. Only firms enlisted with PEC in Cat C-5 & above with validity until at least June 2027 are eligible. Firms enlisted with MES in Cat A are preferred. Non-enlisted firms must provide 2% refundable bid security. No outstanding DI&E recoveries are allowed. Tender documents will be issued to pre-qualified firms and must be received at HQ DW & CE (PAF) Chaklala by 1130 hours on 08 September 2026. Bids will be opened the same day at 1200 hours. Procuring agencies will provide bidding documents immediately after publication and may supply documents to contractors on request subject to payment.
