Tender Description
The Balochistan Energy Company Limited (BECL) invites eligible bidders to submit electronic bids for the provision of conventional home solar systems for District Pishin, Balochistan, for the year 2026. This procurement is based on composite schedule rates 2023 on percentage rates. Items being procured:
- Provision of conventional home solar systems for District Pishin, Balochistan
Procurements shall be made under the Balochistan Public Procurement Rules 2014. Eligibility criteria include presence on the Active Tax Payer List, no blacklisting by any procuring agency, and registration with Pakistan Balochistan Revenue Authority. Bidders must have completed at least one assignment of similar nature with a turnover of at least PKR 210 million in the last 3 years. PEC C3 and above (up to 500 million) relevant category required. Firms must have experience in solar energy systems, including solar hybrid systems in any government sector in the last 3 years. Valid Electrical Contractor License and active BRA registration are mandatory.
The procedure of procurement is Single Stage Two Envelope Bidding. Bid security of 3% of the tender fee must accompany bids in the form of Bank Guarantee or deposit at call of 2% in the name of the undersigned from a scheduled bank. Tender documents including NIT and bidding documents can be obtained electronically from www.bppra.gob.pk. Complete bidding documents can be viewed and submitted electronically through the supplier dashboard.
