Provision of Desktop Computers

Comsats University, Islamabad (Principal Seat) is procuring Desktop Computers for its campus located in Islamabad Capital Territory. This procurement is planned for the financial year 2026-27 and involves supply of brand new desktop computer systems including Dell Optiplex 7020 Plus or equivalent models with various configurations such as Core i7 and Core i9 14th Generation processors, DDR5 RAM, NVMe M.2 SSDs, wired and wireless keyboards and mice, integrated graphics or RTX graphics cards, and LED monitors ranging from 23.5 to 27 inches. The delivery location is the Treasurer Department, 3rd Floor, Faculty Block-2, Comsats University Islamabad, Park Road, Islamabad. The technical scope includes supply of multiple desktop configurations with detailed specifications such as RAM sizes from 8GB to 64GB DDR5, storage options from 256GB to 4TB SSDs, and inclusion of branded peripherals. All equipment must be brand new with serial numbers verifiable by the principal brand. One-year official local warranty is mandatory. The procurement follows a Single Stage-Two Envelope bidding method with Least Cost Based Selection (LCBS) technique. Eligibility criteria require bidders to be registered with FBR, on the Active Taxpayer List, and not blacklisted. Bidders must provide authorized partner or dealership certificates for branded systems, warranty commitments, and demonstrate professional experience with at least five executed contracts for desktop or laptop supply over Rs.1,000,000 each in the last three years. Bid security of Rs.500,000 in the form of Pay Order or Demand Draft is required. The bid submission deadline is Thursday, July 16, 2026 at 11:00 AM via EPADS v2.0. Technical bids will be opened half an hour later on the same day. Manual submissions are not accepted. Bidders must submit original bid security physically to the Treasurer Department before the deadline. Delivery period is a maximum of 56 days from the work order issuance. A practical tip for bidders is to ensure complete compliance with the technical specifications and mandatory documentation including authorized dealership certificates and warranty documents. Failure to provide these will result in disqualification. Also, timely registration and bid submission on EPADS v2.0 is critical as manual bids are not entertained.
