Tender Description
The Central Power Purchasing Agency (CPPA) in Islamabad Capital Territory is procuring consultancy services for developing a comprehensive Competency Directory, reviewing the Succession Planning Framework, and conducting & reporting Skills Gap Analysis. This assignment is critical for CPPA's Human Resource Management function and targets all three management levels: junior, middle, and senior. The consultancy will design a competency directory covering technical, behavioral, managerial, and leadership competencies, validate it through workshops, and build capacity within CPPA's HR team to independently conduct competency evaluations.
The scope includes structured skills gap assessments for approximately 10 senior and 10 middle management employees using diagnostic tools, leading to a detailed skills gap report and development plan. The consultancy will also review and benchmark CPPA's succession planning framework against market best practices, propose improvements, and enable CPPA's HR team to manage succession planning independently. The project duration is up to 120 calendar days from contract award, with key deliverables including the competency directory, succession planning review, skills gap analysis report, and development plan.
Eligible bidders must have at least 6 years of experience, be active on the FBR list, GST registered, and demonstrate proven experience in competency development, succession planning, and skills gap analysis in both public and private sectors. The technical bid requires detailed documentation including company profile, project team qualifications, clientele details, accreditations, and financial turnover. The submission deadline is **May 19, 2026, 02:00 PM** via EPADS v2.0, with no manual submissions accepted. Bidders should ensure earnest money in the form of a pay order of PKR 100,000 is submitted. A practical tip for bidders is to carefully prepare the technical proposal with all required forms and evidence to meet the minimum technical score of 60 to qualify for financial bid opening. The contract will be awarded based on Quality and Cost Based Selection (QCBS) with 70% weight on technical and 30% on financial scores.
