Tender Description

The Central Power Purchasing Agency (CPPA) in Islamabad Capital Territory is procuring consultancy services for developing a comprehensive Competency Directory, reviewing the Succession Planning Framework, and conducting & reporting Skills Gap Analysis. This assignment is critical for CPPA's Human Resource Management function and targets all three management levels: junior, middle, and senior. The consultancy will design a competency directory covering technical, behavioral, managerial, and leadership competencies, validate it through workshops, and build capacity within CPPA's HR team to independently conduct competency evaluations. The scope includes structured skills gap assessments for approximately 10 senior and 10 middle management employees using diagnostic tools, leading to a detailed skills gap report and development plan. The consultancy will also review and benchmark CPPA's succession planning framework against market best practices, propose improvements, and enable CPPA's HR team to manage succession planning independently. The project duration is up to 120 calendar days from contract award, with key deliverables including the competency directory, succession planning review, skills gap analysis report, and development plan.
