Tender Description

The Military Engineer Services (MES) invites applications for pre-qualification of firms and contractors for the provision of various facilities, furniture, and bazar supply items across multiple cities including Karachi, Islamabad, Lahore, and Turbat. This tender is issued by the HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. The scope of work includes the following items being procured: - Provision of Certain Facilities at Karachi - Provision of Certain Facilities at Islamabad - Provision of Certain Facilities at Lahore - Provision of Certain Facilities at Turbat - Provision of Furniture at Karachi, Islamabad, Lahore & Turbat - Provision of Bazar Supply Items at Karachi - Provision of Bazar Supply Items at Islamabad The technical scope covers the supply and installation of facilities and furniture at the specified locations, along with bazar supply items. The works require firms to have relevant experience and capacity to deliver across these cities. Eligible firms must be enlisted with MES in category A or B or be registered with other government departments with similar experience. Applicants must submit a comprehensive company profile including details of similar works completed in the last five years, list of enrolled manpower with valid PEC numbers, details of tools, plants and machinery, bank statements for the last two years, and valid NTN, FBR, PEC, and MES registration certificates. Firms not registered or renewing their Pakistan Engineering Council registration by 30th June 2027 will not be considered. The tender submission deadline is 11 August 2026 by 1130 hours at HQ DW&CE (Navy), Sector E8, Naval Complex, Islamabad. Tenders will be opened the same day at 1200 hours. Prequalified firms will be required to deposit bid security equal to 2% of the quoted bid cost. The evaluation will be based on bid evaluation criteria formulated by HQ DW&CE (Navy), with the lowest evaluated responsive bid being accepted. The Accepting Officer reserves the right to reject any or all applications under PPRA rules. A practical tip for bidders is to ensure all registration documents and company profiles are complete and up to date before submission, as incomplete applications will not be entertained. Timely submission before the deadline is critical to avoid disqualification.
