Tender Description
The Directorate of Procurement (Navy), Islamabad, invites qualified suppliers to submit bids for the provision, installation, and commissioning of specialized equipment including a Particle Contamination Monitor, Sponge Ball Heat Exchanger Tube Cleaning System, Pipe Sewer Inspection Camera Drain Industrial Endoscope Video Inspection System, and a Hand Held Partial Discharge Tester. This procurement is specifically for the Pakistan Navy based in Islamabad Capital Territory.
The technical scope requires the supply of four distinct items as a complete package. Each item must meet the technical specifications outlined in the tender documents, including Annex A and B. The delivery period is six months from the date of contract award. Bidders must ensure compliance with all technical requirements and provide detailed technical offers in duplicate, including all relevant literature, drawings, and compliance metrics. The commercial offer must be submitted separately in a sealed envelope.
Eligibility criteria include registration with the Directorate General Defence Purchase (DGDP) or willingness to register, active registration on the Federal Board of Revenue's Active Taxpayers List (ATL), and submission of all mandatory documents such as NTN, sales tax, and income tax certificates. Firms must also provide a Call Deposit Receipt (CDR) as earnest money according to their registration status. The tender follows the Single Stage-Two Envelopes bidding procedure as per PPRA Rule 36 (b).
The tender closing date is **29th June 2026 at 10:30 AM**, with technical bids opened at 11:00 AM the same day. Offers must be delivered to the Directorate of Procurement (Navy) at Bahria Gate, Near SNIDS Centre, Naval Residential Complex, E-8, Islamabad. Late submissions will not be entertained.
A practical tip for bidders is to carefully prepare the technical offer ensuring all required forms (DP-1, DP-2, DP-3) and supporting documents are complete and properly sealed. Missing earnest money or incomplete documentation will lead to immediate rejection. Also, ensure the commercial offer is clearly marked and separated from the technical offer to comply with the two-envelope procedure. This attention to detail can significantly improve the chances of successful bid acceptance.
