Provision and Installation of New Split Air Conditioners at Various Offices of HEC H-9 and H-8 Premises Islamabad

The Higher Education Commission (HEC) Islamabad is procuring and installing new split air conditioners at its various offices located in H-9 and H-8 sectors. This procurement is for the fiscal year 2026-27 and follows the National Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique. The procurement includes supply and installation of 2.0 ton and 1.5 ton wall mounted split ACs (DC-Inverter, Heat/Cool), cassette type split ACs, copper pipes of various diameters, installation and dismantling of AC units, powder coated wall brackets and floor stands, copper wiring, UPVC drains, electrical ducts, Clipsal power plugs, and circuit breakers. Items being procured: - 80 units of 2.0 ton wall mounted split ACs - 20 units of 1.5 ton wall mounted split ACs - 800 ft of 5/8" copper pipe - 200 ft of 1/2" copper pipe - 800 ft of 3/8" copper pipe - 1000 ft of 1/4" copper pipe - 100 jobs of installation and dismantling of AC units - 100 sets of powder coated wall brackets/floor stands - 180 meters of 3-core 2.5 mm main copper wire - 720 meters of 7/36 pure copper single core wire - 2000 ft of 3/4 inch UPVC drain pipe - 1200 ft of 60mm x 60mm electrical duct - 200 jobs of Clipsal power plugs with power shoe and box - 200 jobs of 20 Amp single pole circuit breakers - 4 units of 2.0 ton cassette type split ACs The technical scope covers supply, installation, wiring, piping, and allied works as per specifications at HEC premises. The AC units must be DC inverter type with rotary compressors, golden fin coils, BLDC motors, and R410A refrigerant. Installation includes proper insulation, fittings, and closing of wall/roof openings with paint work. The bidder must have PEC registration in category C-6 or above with specialization ME-01, valid tax certificates, and must not be blacklisted. Experience of at least three projects of Rs. 4 million or above in last 10 years is required. The bidder should have offices in Rawalpindi/Islamabad and provide a dedicated project manager and site supervisor. The bid security is Rs. 1,000,000 and performance guarantee is 10% of contract price. The contract duration for installation is 45 days from work order. Payment terms include retention of 10% of contract amount till warranty period of one year, with partial release after satisfactory performance up to five years.
