Provision of Postal Services for NTC HQs for a Period of Three Years

The National Telecommunication Corporation (NTC) Islamabad invites qualified vendors to submit bids for the Provision of Postal Services for NTC HQs for a period of three (03) years. This procurement is for non-consultancy services and will be conducted through the National Single Stage-One Envelope procedure using Quality and Cost Based Selection (QCBS) technique under Open Competitive Bidding rules. The contract will cover postal courier services including overnight local and nationwide deliveries with specified parcel weight categories. The services are required on an as and when needed basis at NTC HQs, G-5/2, Islamabad. Items being procured: - Courier Service - Overnight (Local) up to 250 gm, Quantity: 3600 - Courier Service - Overnight (Local) up to 500 gm, Quantity: 1800 - Courier Service - Overnight (Nationwide) up to 250 gm, Quantity: 7200 - Courier Service - Overnight (Nationwide) up to 500 gm, Quantity: 3600 - Courier Service - Overnight (Local) Additional 500 gm, Quantity: 1 - Courier Service - Overnight (National) Additional 500 gm, Quantity: 1 The contractor shall provide postal services with an approximate monthly volume of 100 parcels (local 250 gm), 50 parcels (local 500 gm), 200 parcels (nationwide 250 gm), and 100 parcels (nationwide 500 gm). The contractor must maintain an online tracking system for real-time monitoring and provide proof of delivery and periodic reports. The contract duration is three years with a performance guarantee of 10% of the contract price. Liquidated damages of 10% apply for delayed deliveries. Bidders must be registered with FBR, have at least five years of relevant experience, and a nationwide distribution network. Bids must be submitted electronically via EPADS v2.0 by Wednesday, September 9, 2026, 10:00 AM. Bid security of PKR 300,000 is required. The technical and financial bids will be opened on the same day at 10:30 AM. Manual submissions will not be accepted. Vendors not registered on EPADS v2.0 must register prior to bidding.
