Tender Description
The Oil & Gas Regulatory Authority (OGRA) (Security) invites bids for the provision of security services at its domestic offices located in multiple cities including Islamabad, Lahore, Quetta, Karachi, and Sukkur. This procurement is planned for the financial year 2026-27 and aims to ensure the safety and security of OGRA's premises and personnel through professional security services.
Items being procured:
- Provision of Security Services for OGRA Domestic Offices with a total of 43 personnel distributed as 31 persons in Islamabad, 3 in Lahore, 3 in Quetta, 3 in Karachi, and 3 in Sukkur.
The scope of work includes managing building entry points, verifying identification, logging visitors, conducting regular patrols, monitoring CCTV systems, handling emergency situations such as fire and earthquakes, and maintaining visitor logs. Security personnel must be physically fit, properly uniformed, trained in emergency response, weapons handling, and first aid, and capable of using metal detection equipment. The guards should include retired personnel from armed forces or law enforcement agencies and trained civilian guards.
Eligibility criteria require bidders to have valid licenses for Islamabad Capital Territory and respective provinces, registration with EOBI and Social Security Departments, ISO certification relevant to security, and financial capacity to pay salaries timely. The firm must submit an affidavit confirming no blacklisting and compliance with minimum wage laws. Technical bids will be evaluated on experience, assignments in hand, managerial capability, number of weapons/equipment, annual turnover, ISO certification, and composition of security personnel.
