Tender Description
Pakistan Revenue Automation Pvt Limited (PRAL), Islamabad, is inviting qualified transport and fleet management service providers to participate in a prequalification process for an Open Framework Agreement. This procurement is specifically for the provision of transport and fleet management services in Islamabad and across Pakistan. The scope includes supplying various vehicle categories such as sedans, executive sedans, SUVs, passenger vans, and Hiace/Coaster type vehicles. Services are required on daily, monthly, project-based, and call-off bases to meet operational demands.
The technical scope demands availability of roadworthy, well-maintained vehicles with licensed and trained drivers. Compliance with all transport regulations and GPS tracking capabilities are mandatory. The service provider must ensure availability in major cities including Islamabad, Lahore, Karachi, Peshawar, and Quetta. The framework agreement will be panel-based, allowing multiple vendors to provide services on demand. The contract duration is expected to be three years.
Eligibility criteria include valid registration documents such as NTN, GST/PST, active taxpayer status, and non-blacklisting affidavits. Experience in fleet management, client portfolio, fleet size, vehicle quality, safety compliance, GPS tracking, operational support, driver management, and financial capacity will be evaluated. Bidders must submit sealed applications by 11:00 AM on July 1, 2026, at PRAL's office in Islamabad.
A practical tip for bidders is to ensure all required documents, including affidavits on non-blacklisting and valid transport licenses, are complete and submitted timely. Late or incomplete submissions will be rejected. Maintaining a strong client portfolio and demonstrating operational readiness with GPS-enabled vehicles will enhance chances of prequalification.
