Tender Description
Pakistan Revenue Automation Pvt Limited (PRAL) Islamabad invites bids for the Provisioning of Redundant Internet Connectivity Services with Public IPv4 Address Resources for its Datacenter located at FBR House, Constitution Avenue, Sector G-5, Islamabad. This procurement is for the financial year 2026-27 and aims to establish a robust, reliable, and fully redundant internet connectivity solution with automatic failover capabilities to ensure high availability and minimize downtime.
Items being procured:
- Provisioning of CIR internet connectivity services with two redundant internet links (active-passive)
- IP bandwidth on redundant IP backbone (SWME-3, SWME-4, TW1, or PEACE)
- Self-healed redundant fiber with redundant last mile connectivity
- Pool of 16 public IP addresses (with options for 4, 8, 16, 32, and 64 IPs)
- Installation, integration, configuration, commissioning, and services including fiber optic cabling, grounding, channeling, and civil works
- Redundant termination devices including two ONTs and two routers/switches
- 24x7 local technical support with response time less than 1 hour
- Access to NMS portal for bandwidth monitoring and traffic analysis
The technical scope includes deployment of redundant fiber optic last mile connectivity from different POPs with automatic failover, BGP configuration, redundant power supplies, and proactive alerts for link failures. The ISP must be a licensed telecom operator in Pakistan with direct operational control over its core network and must provide clean bandwidth protected against DDoS attacks. The solution must be scalable up to 1 Gbps and include all necessary hardware and SFPs. Faulty equipment must be replaced within the next business day. The service provider is responsible for all civil works related to installation and must provide help line numbers and escalation contacts including backup resources.
Eligibility requires bidders to be active taxpayers with valid FBR registration, not blacklisted, and capable of providing the required technical and financial capacity. Bidders must comply fully with mandatory technical specifications, SLA parameters, and delivery timelines. The delivery timeline is 2 to 4 weeks after issuance of the Purchase Order. Bids must be submitted online via EPADS v2.0 by **Wednesday, July 22, 2026 03:00 PM**. Manual submissions are not accepted. The bid security must be submitted as a Pay Order and the original delivered to PRAL's office in Islamabad.
