Tender Description

The Federal Government Polyclinic Islamabad (FGPC-PGMI) is procuring electro-medical equipment specifically for the Paediatric Department under the PSDP project for the financial years 2025-26 and 2026-27. This procurement is based in Islamabad and aims to enhance the medical diagnostic and treatment capabilities for pediatric patients. The technical scope includes the supply of advanced medical devices such as an Echo Machine with high-definition imaging and multiple operational modes including Doppler and Tissue Harmonic Imaging, and an Ultrasonic Heavy Duty Nebulizer designed for efficient drug delivery with adjustable nebulizing time and mist particle size. Both items must comply with international standards such as FDA, CE, or MHLW certifications and originate from USA, Europe, or Japan. The successful bidder must provide a warranty of three years for the Echo Machine and two years for the Nebulizer, including spare parts and preventive maintenance as per principal recommendations. Eligibility criteria require bidders to have valid manufacturer authorization, proven past performance in public sector hospitals, technical and engineering capacity with factory-trained engineers, and financial capability with an annual turnover of at least PKR 20 million. Bidders must be registered with FBR and DRAP where applicable, and submit all required documentation including technical brochures, authorization certificates, and affidavits of non-blacklisting. The bid submission deadline is **Tuesday, May 5, 2026 at 11:00 AM** via the EPADS v2.0 online system, with physical submission of bid security at FGPC Islamabad. Bids will be opened on the same day at 11:30 AM. Manual submissions are not accepted. A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to carefully prepare the technical bid with all required documents and valid authorizations to avoid disqualification. Additionally, bidders should prepare for prompt after-sales service and local support as these are critical evaluation factors. The procurement follows the Least Cost Based Selection (LCBS) method, emphasizing compliance and cost-effectiveness.
