Tender Description
The International Islamic University Islamabad (IIUI), Islamabad Campus, is procuring specialized lab equipment under the HEC Research Project led by Prof. Dr. Ahmed Shuja Syed. This procurement is planned for the financial year 2026-27 and invites eligible bidders to participate through the EPADS v2.0 platform. The procurement is based on a National Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique.
Items being procured:
- PHOTORESPONSE SYSTEM (Complete System), Qty=01: A complete photo-response system capable of automatically measuring current and voltage modulated characteristics of photodiodes, photosensors, and photodetectors under various light intensities and wavelengths. This includes I-V characteristics, photoconductivity/photocurrent voltage characteristics, photo-transient current-time characteristics, power-voltage characteristics, InlVoltage characteristics of solar cells or other photo devices, short circuit current wavelength measurements, etc.
- Built-in software for all characterizations
- Source meter with voltage range -7 to +7 V and current range 10 nA to 30 mA
- Electronic pulse (200 microsecond-second)
- LED based monochromator (370 to 1010 nm)
- Accessorial items such as small PID control system/furnace (up to 1100°C), dip coater, vacuum glove box with two rubber gloves and vacuum pump system, airlock chamber (max 1100 × 650 × 600 mm) for process/sample readiness and secure/under vacuum measurements
The technical scope includes delivery, installation, testing, commissioning, and after-sale services with warranty and user manuals. The equipment must be brand new, physically fit with no damages, and accompanied by certificates of origin and conformity to specifications. The delivery location is the IIUI Islamabad Campus.
Eligibility criteria require bidders to be registered with FBR and other relevant authorities, with no joint ventures allowed. Bidders must submit bids in English through EPADS v2.0 and provide bid security in the form of Pay Order or Call Deposit. The bid validity period is 120 days.
Key dates include the bid submission deadline on Thursday, July 30, 2026, at 10:30 AM, with bid opening at 11:00 AM the same day via EPADS v2.0. Manual submissions are not accepted. The contact person for queries is the Assistant Director at IIUI, reachable at +92-333-446-1620 or via email at muhammad.bilal@iiu.edu.pk.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to submit the original bid security physically before the deadline to avoid disqualification. Familiarity with the detailed bidding documents and compliance with all technical and financial requirements will enhance the chances of success.
