Tender Description
The National University of Sciences and Technology (NUST), Islamabad, is procuring Roller Blinds for Windows specifically for the SMME New and Old Buildings located at the H-12 Campus in Islamabad. This procurement targets reliable, experienced, and financially sound manufacturers or suppliers of furniture and blinds who hold valid NTN and Sales Tax registrations. The scope includes supplying high-quality roller blinds made from new, highest quality fabric and materials, conforming to the specifications attached as Annex-A. The total quantity involves 185 windows, with unit rates and total costs detailed in the tender documents.
Bidders must be registered with the FBR for both sales and income tax and must be active on the tax payer list. They should not be blacklisted or involved in any litigation, with undertakings on stamp paper required. The technical proposal must strictly conform to the specifications provided. The bid prices should be quoted in Pakistani Rupees, inclusive of all applicable taxes, and must remain valid for at least 90 days after the tender opening date. A minimum warranty period of one year is mandatory, covering repair, maintenance, and replacement without additional cost.
The submission deadline is strictly enforced, and bids must be submitted through the EPADS system using a single stage, single envelope procedure. The bid security must be exactly 3% of the total quoted value, submitted as a pay order or bank draft in favor of NUST, Islamabad. Additionally, a non-refundable bidding document processing fee of Rs. 5,000 must be provided physically at the time of technical bid opening. Suppliers are advised to carefully prepare their bids, ensuring all required documents such as NTN certificate, sales tax certificate, utility bills, and technical literature are included and properly labeled.
A practical tip for bidders is to thoroughly inspect the sample blinds available at the P&LP Directorate before submission to ensure full compliance with specifications and avoid disqualification. Late or incomplete bids will be rejected. The contract includes a performance guarantee of 5% of the purchase order amount, retained until successful completion of the warranty period. Delivery and installation must be completed within six weeks from the issuance of the purchase order, with penalties applicable for delays.
