Tender Description
Water and Sanitation Agency (WASA) Lahore invites bids from Manufacturer / Authorized Dealer / Supplier registered with Punjab e-Procurement System, FBR and PRA (having Active Filer NTN and PNTN) for the purchase of RPC Manhole Cover Sets manufactured with 100% recycled plastic composite material (black & grey color with WASA monogram engraved) for WASA Lahore.

The procurement will be carried out through Punjab e-procurement system of Punjab Procurement Regulatory Authority (PPRA). Bidding documents containing detailed requirements, terms and conditions are available for registered bidders on Punjab e-procurement system at www.ep.punjab.gov.pk and PPRA website http://ppra.punjab.gov.pk. The bidding procedure is Single Stage Two Envelopes. Bids must be submitted on Punjab e-procurement system on or before 22-08-2026, not later than 11:00 AM. Technical bids will be opened on the same day at 11:30 AM.
Eligibility requires registration with Punjab e-procurement system, FBR and PRA, active filer NTN and PNTN, and submission of digital bid security/e-bid security of 3% of estimated cost i.e. Rs. 1,462,200/- in favor of WASA Lahore. Only technically responsive bidders will qualify for opening of financial bids. Financial bids of technically non-responsive bidders will remain unopened.
Bidders must upload PDF files on Punjab e-procurement system as per PPRA regulations. The procuring agency may reject all bids or proposals at any time prior to acceptance under PPRA Rules 2014 (Rule-35). Bids will be valid for 120 days.
A practical tip for bidders is to carefully follow the Punjab e-procurement system instructions and ensure timely submission of both technical and financial bids to avoid disqualification. Also, ensure earnest money is correctly submitted as per the tender requirements to avoid rejection.
