The procurement is managed by the National Forensic Agency - NFA, with the delivery location at Plot No.1, 2,27,28 Opposite Police Line H-11/4, Islamabad Capital Territory.
The technical scope requires suppliers to provide high-quality items as per specifications, including customized diary covers and printed envelopes. Physical samples of core items must be submitted for evaluation, and a 100% visual inspection will be conducted upon delivery. Freshness and authenticity of items like printer toners and adhesives must be ensured with visible batch numbers and manufacturing dates. The procurement follows a National Single Stage-One Envelope procedure with Least Cost Based Selection (LCBS) technique.
Eligible bidders must have a minimum of three years' experience in supplying stationery and other store items, be on the Active Taxpayer List (ATL), and possess relevant FBR and professional tax certificates. Firms with an annual turnover of at least PKR 10 million will be given preference. Bid security of 2% of the total quoted amount is required in the form of Pay Order, Call Deposit, or Demand Draft.
The bid submission deadline is Monday, June 1, 2026, at 12:00 PM via the e-Pak Acquisition and Disposal System (EPADS) v2.0. Hard copies of bid security must be submitted physically at the National Forensic Agency office before the deadline. Bids will be opened on the same day at 12:30 PM on EPADS. Manual submissions are not accepted. Bidders are advised to register on EPADS v2.0 well in advance and ensure compliance with all bidding document requirements to avoid disqualification.
A practical tip for bidders is to carefully prepare and submit all required documents including company profile, FBR tax certificates, and bid security in the prescribed formats. Timely registration and bid submission on EPADS v2.0 is crucial as late or manual submissions will be rejected. Ensuring sample quality and adherence to specifications will enhance chances of success in this competitive procurement.
