Tender Description
This tender invites bids for the acquisition of the latest version of Quality Management System (QMS) ISO 9001 certification for the Civil Aviation Training Institute (CATI) located in Hyderabad, Sindh. Issued by the Pakistan Airports Authority (PAA), this consultancy contract focuses on securing certification through an accredited Certification Body (CB) or Certification Agency (CA) for a period of three years. The scope includes initial audits, surveillance audits, and renewal audits in accordance with international standards and the latest ISO 9001:2015 version.
The certification process involves detailed assessment and auditing of multiple CATI departments including the School of Air Navigation Services, School of Airport Services, Aviation Management, Regulatory Services, Academics, and various support units. The CB/CA will conduct on-site man-day audits covering all relevant operational and administrative functions. The contract requires the CB/CA to be ISO 17021 certified, accredited by PNAC or an international body, and registered with SECP and FBR with active ATL status. The contract also mandates submission of affidavits regarding blacklisting and litigation status, ensuring compliance with all legal and regulatory frameworks.
Bidders must meet strict eligibility criteria including a minimum of five years' experience in certification audits and a qualified team of auditors approved by IRCA. The contract will be awarded on a least cost basis after technical qualification. PEC category and FBR/ATL compliance are critical; bidders should ensure their registration and tax status are current for the 2025-26 financial year to avoid disqualification. The contract includes a performance bond and requires adherence to all terms and conditions outlined in the tender documents.

Bids must be submitted in a sealed envelope addressed to the Deputy Management Representative SQMS at CATI Hyderabad.
