Tender Description
The Ministry of National Health Services, Regulations & Coordination Karachi office is procuring Rapid Food and Water Testing Equipment under the PSDP Project titled Strengthening Points of Entry and Border Health Services Pakistan. This procurement is specifically for deployment at multiple strategic locations including Port Qasim, Port Gwadar, Khokhrapar, Kartarpur Corridor, and various airports and health posts across Pakistan. The total quantity required is 40 units.
The technical scope includes brand new, latest model portable ATP rapid food and water hygiene testing systems with bioluminescence detection technology or equivalent. The equipment must feature photodiode detection, low dark noise, fast measurement time, disposable testing swabs, built-in digital display, USB data transfer, and operate effectively in a wide temperature and humidity range. Installation, commissioning, and user training are included, along with a minimum one-year warranty and availability of after-sales service and spare parts in Pakistan.
Eligible bidders must be registered with FBR for Income Tax and GST, have ATL active status, and be manufacturers, importers, or authorized dealers of laboratory or public health testing equipment. Experience supplying government or semi-government organizations is required. Bidders must submit NTN, GST certificates, ATL proof, company profile, manufacturer authorization, experience certificates, technical brochures, affidavit of non-blacklisting, warranty and after-sales support undertaking, and acceptance of terms and conditions.
The submission deadline is strictly enforced with bids to be submitted both electronically via EPADS and in hard copy at the Project Director's office in Karachi. Earnest Money in the form of a CDR or bank guarantee of PKR 500,000 is mandatory with the financial proposal. Performance security of 10% of contract value will be required from the successful bidder. Delivery and installation must be completed within 90 days of the supply order.
A practical tip for bidders is to ensure all technical specifications are fully complied with and supported by original manufacturer literature to avoid disqualification. Properly sealing and marking technical and financial proposals separately is critical to meet the Single Stage – Two Envelope procedure requirements. Early preparation of all mandatory documents and timely submission will enhance chances of success.
