Tender Description
This tender invites bids for the supply of readymade machine made envelopes with printing for the Printing Corporation of Pakistan Presses located in Islamabad and Lahore. The procurement covers a variety of envelope sizes and specifications, including brown kraft paper of different grammages and waterproof flappers, tailored for election-related documents such as ballot papers and tendered votes. The total quantity is approximately 430,000 envelopes split into two lots for the two cities. The envelopes must meet strict quality standards, with samples required for evaluation. The delivery is on a FOR basis to the respective PCP Press locations.
The work involves supplying envelopes made from specified paper types, including local and imported brown kraft paper with grammage ranging from 70 to 120 gsm. The envelopes feature flappers of various sizes designed to ensure waterproofing and security for sensitive election materials. The procurement demands adherence to detailed specifications and quality checks, including mechanical verification of paper quality and possible third-party lab testing. The sites in Islamabad and Lahore require timely delivery within seven days of purchase order issuance, with penalties for delays.
Bidders must be registered with the FBR and appear on the active taxpayer list. The tender follows Public Procurement Rules 2004 with a single stage-one envelope bidding procedure. Earnest money is required per lot, and bids must remain valid for 90 days. The tender emphasizes compliance with tax registration, PEC category requirements, and submission of samples alongside bids. Firms should ensure their bids are inclusive of all taxes and duties.
Submission deadline is on the 31st of March 2026 at 2:00 p.m., with bid opening at 2:30 p.m. Bids must be uploaded on the PPRA EPADS portal and hard copies delivered to the Manager (P&D) at Printing Corporation of Pakistan, Head Office, Khyaban-e-Suhrawardy, G-7/4, Islamabad. The process is transparent, with evaluation reports published prior to contract award.
Pro-Tip: Make sure to submit the required two full-size sample sheets of each paper type with your bid security in sealed covers. Missing samples or incomplete lot pricing will lead to outright rejection. Also, verify your NTN and GST registration details carefully to avoid disqualification.
