Tender Description
The Lahore Electric Supply Company (Material Management) invites bids for the reclamation of 100-KVA irrepairable distribution transformers on a one year rate contract basis for the financial year 2026-27. This procurement is specific to Lahore and involves the reclamation of 450 units of 100-KVA transformers. Items being procured:
- Reclamation of 100-KVA Irrepairable Distribution Transformers (450 Nos)
The scope of work includes reclamation as per Specification No. DDS-84:2007 with amendment 4, strictly following the NGC/PPMC standard specifications. The transformers will be inspected and tested for various parameters including visual inspection, load losses, winding resistance, high voltage withstand, transformer oil tests, and more. The reclaimed transformers must meet WAPDA standard specifications and be painted and labeled accordingly. The delivery locations include Regional Store Shalamar Lahore, 132-KV Grid Station Walgon Sohail, and 132-KV Grid Station Pattoki. The delivery period is 45 days from the issuance of allocation or release order by the Chief Engineer (MM) LESCO. Partial deliveries and payments are allowed.
Eligibility criteria require bidders to be manufacturers or authorized suppliers registered with LESCO/DISCO/WAPDA under the relevant category, possess valid FBR registration and ATL status, and provide all required documentation including bid security, integrity pact, ISO certificates, and prototype approvals. Bidders must comply with all terms and conditions and submit a bid security in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft. The bid submission deadline is Tuesday, August 11, 2026 at 10:30 AM via EPADS v2.0 only. Manual submissions will not be entertained.
A practical tip for bidders is to ensure timely submission of prototype samples within 30 days of contract signing to avoid breach of contract and liquidated damages. Also, bidders should strictly follow the FIFO rule for transformer allocation and ensure all required certificates and declarations are complete and valid to avoid disqualification. The contract includes a 12-month warranty period for the reclaimed transformers with provisions for repair or replacement of defective units at no cost to LESCO.
