Tender Description
The Lahore Electric Supply Company (Material Management) invites bids for the reclamation of 100-KVA repairable distribution transformers under Tender No 4399 on a one year rate contract basis. This procurement is planned for the financial year 2026-27 and will be executed in Lahore, Punjab. The contract involves reclamation services for 500 units of 100-KVA repairable distribution transformers as per specification DDS-84:2007 with amendment 4, strictly following the standards of NGC/PPMC.
Items being procured:
- Reclamation of 100-KVA Repairable Distribution Transformers (500 Nos)
The scope includes prototype approval from PPMC, submission of prototype samples within 30 days of contract signing, and adherence to strict inspection and testing protocols including visual inspection, load and no-load loss measurements, high voltage withstand tests, transformer oil tests, and others as per WAPDA standards. The transformers will be inspected at the contractor's works by LESCO inspection committee. The reclaimed transformers must be painted internally and externally with specified paints and fitted with rating plates indicating workshop name, work order, date of repair, capacity, serial number, and LESCO branding.
Eligibility requires bidders to be manufacturers or authorized suppliers registered with LESCO/DISCO/WAPDA, possessing valid FBR registration and active taxpayer status. Prototype approval is mandatory or must be obtained within the delivery schedule. Bid security and performance guarantees are required as per bidding documents. The delivery schedule mandates repaired transformers to be returned within 45 days of allocation order. Partial deliveries and payments are allowed.
The tender emphasizes strict compliance with technical specifications, timely submission of bids through EPADS v2.0, and submission of original bid security to the specified Lahore address. The bid opening is scheduled for August 11, 2026, at 11:00 AM. The contract will be awarded on least cost based selection. The successful bidder must provide a performance guarantee of 5% of contract price. Warranty covers 12 months post supply with provisions for repair or replacement of defective transformers.
A practical tip for bidders: Ensure timely submission of prototype samples and all required documentation including Power of Attorney, Integrity Pact, and no blacklisting declarations to avoid disqualification. Register early on EPADS v2.0 and prepare for online bid submission to meet the strict deadline. Manual bids will not be accepted.
This tender offers a significant opportunity for qualified manufacturers and suppliers in Lahore to engage in a critical service contract with LESCO, contributing to the maintenance and reliability of the power distribution network.
