Tender Description
The Lahore Electric Supply Company (Material Management) invites bids for the reclamation of 100-KVA repairable distribution transformers under Tender No 4401. This procurement is planned for the financial year 2026-27 and will be executed in Lahore. The scope involves reclamation services for 250 units of 100-KVA distribution transformers located at Regional Stores Shalamar, Walgon Sohail, and Pattoki. The delivery schedule requires 50% of the quantity to be repaired within 75 days and the remaining 50% within the next 60 days from the issuance of the work order.

The transformers must be reclaimed strictly according to WAPDA Standard Specification No. DDS-84:2007 with amendment 4, including all relevant tests such as visual inspection, no load losses, load losses, impedance, winding resistance, high voltage withstand, induced voltage withstand, transformer turn ratio, bird protection, transformer oil tests, and tank pressure tests. The transformers will be inspected at the contractor's works by LESCO inspection committee. The interior and exterior painting, replacement of oil level indication glass, and fitting of rating plates with detailed information are mandatory. The supplier must ensure prototype approval from PPMC/NGC standards and bear all testing expenses. Failure to obtain prototype approval within specified timelines will result in contract cancellation and forfeiture of performance security.
Eligibility criteria include valid FBR registration with active taxpayer status, prequalification with LESCO or WAPDA formations, and compliance with technical specifications. Bidders must submit all required documents including bid security, integrity pact, no deviation certificates, and declarations regarding blacklisting and litigation status. The bid submission and opening will be conducted through EPADS v2.0 with strict adherence to deadlines.
The contract includes a warranty period of 12 months during which the supplier is responsible for repair or replacement of defective transformers. Payment terms include 90% payment upon delivery and inspection, and 10% after 90 days of satisfactory operation. Partial deliveries and payments are allowed. Liquidated damages apply for delays at 2% per month up to 10% of contract value.
