Reclamation of 200 kVA Damaged Transformers (Repairable) Rate Contract

The Lahore Electric Supply Company (Material Management) Lahore is procuring services for the reclamation of 200 kVA damaged transformers under Tender No 4396. This procurement is planned for the financial year 2026-27 and involves a rate contract for repairing 400 units of 200 kVA distribution transformers. The transformers are to be duly repaired within 45 days from the issuance of the allocation or release order by the Chief Engineer (MM) LESCO. The delivery locations include Regional Store Shalamar Lahore, 132-KV Grid Station Walgon Sohail (Ferozepur Wattwan), and 132-KV Grid Station Pattoki. Items being procured: - Reclamation of 200 kVA Repairable Distribution Transformers (400 Nos) The scope of work requires strict adherence to Specification No. DDS-84:2007 with amendment 4, as amended to date, and compliance with NGC/PPMC standard specifications. The transformers must undergo comprehensive inspection and testing including visual inspection, measurement of no load and load losses, impedance, winding resistance, high voltage withstand test, induced voltage withstand test, transformer turn ratio test, bird protection test, transformer oil tests (dielectric strength, specific gravity, viscosity, acidity, flash point, pour point), and tank pressure test. The transformers shall be painted internally with red oxide and externally with grey enamel paint, with orange markings indicating reclaimed status. All HT and LT bushings are to be filled with epoxy resin and oil level indication glass replaced. The warranty period is 12 months from completion of supply, during which the supplier is responsible for repair or replacement of defective transformers at no cost to LESCO. Eligibility criteria include valid registration with FBR (Active Taxpayer List), prequalification with LESCO/DISCO/WAPDA, valid prototype approval from PPMC/NGC or undertaking to obtain it, and compliance with all bidding document terms. Bid security in the form of CDR, Pay Order, Bank Guarantee, or Demand Draft is mandatory. The procurement will follow a single stage-one envelope procedure using Least Cost Based Selection (LCBS).
