Reclamation of 200-KVA Irrepairable Distribution Transformers

The Lahore Electric Supply Company (Material Management) invites bids for the reclamation of 200-KVA irrepairable distribution transformers on a one year rate contract basis in Lahore, Punjab. This procurement is planned for the financial year 2026-27 and aims to repair and reclaim transformers strictly according to the WAPDA/PPMC standard specifications DDS-84:2007 (Amended to date). Items being procured: - Reclamation of 200-KVA Irrepairable Distribution Transformers (Quantity: 100 Nos.) The scope includes the full reclamation process of transformers as per detailed technical specifications including prototype approval from PPMC, rigorous testing such as visual inspection, no load and load losses measurement, impedance, winding resistance, high voltage withstand, induced voltage withstand, transformer turn ratio, bird protection, transformer oil tests (dielectric strength, specific gravity, viscosity, acidity, flash point, pour point), and tank pressure tests. The transformers must meet specified iron, copper, and total losses as per WAPDA standards. The transformers will be inspected at the contractor's works by LESCO inspection committee and must be painted and fitted with rating plates as per specifications. The delivery period is 45 days from the issuance of allocation/release order. Partial deliveries and payments are allowed. Eligibility criteria require bidders to be registered with FBR, active taxpayers, prequalified with LESCO or WAPDA formations, and possess valid prototype approvals or undertake to obtain them. Bid security and performance guarantees are mandatory. The contract will be awarded through Least Cost Based Selection (LCBS) using a single stage one envelope procedure. Bids must be submitted online via EPADS v2.0 by August 6, 2026, 10:30 AM. Manual submissions are not accepted. A practical tip for bidders: Ensure timely submission of prototype samples within 30 days of contract signing to avoid liquidated damages and possible disqualification. Also, strictly adhere to the delivery schedule as liquidated damages up to 10% of contract value may be imposed for delays.
