Tender Description
The National Highway Authority (NHA) Islamabad invites experienced contractors for the reconstruction of Section-8 of the National Highway N-5, covering a 31 KM stretch between Nowshera and Peshawar. This project is part of Pakistan's Resilient Recovery, Rehabilitation and Reconstruction Framework Project – Phase I-A, aimed at enhancing critical road infrastructure under the Asian Infrastructure Investment Bank (AIIB) financing.
The scope includes comprehensive civil works for road reconstruction, involving earthworks, pavement laying, drainage, and related infrastructure improvements. Contractors must demonstrate capability in handling large-scale highway projects with similar physical size, complexity, and technology. The project demands adherence to high standards and timely completion.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in the category specified in the tender documents. They should have successfully completed at least one similar contract in the last seven years with a minimum annual construction turnover of PKR 14.845 billion or equivalent in USD. Financial capability and cash flow requirements are strictly enforced to ensure project viability.
Tender documents are available for free download from the official NHA website. Interested bidders must notify NHA in writing after downloading to receive any clarifications or amendments. The submission deadline is 1100 hours on 30th June 2026, with tenders to be delivered physically to the NHA Auditorium, 2nd Floor, 28-Mauve Area, Sector G-9/1, Islamabad. Electronic submissions are not accepted.
A practical tip for bidders is to ensure the Earnest Money or Tender Security is prepared exactly as per the tender document requirements and submitted with the Technical Bid. This avoids disqualification during the initial evaluation. Also, attending the pre-tender meeting is highly recommended to clarify any technical or procedural queries and improve bid competitiveness.
