Tender Description
Sui Northern Gas Pipelines Limited (SNGPL) Lahore is inviting bids for the recovery of arrears from domestic, commercial, and industrial defaulters (disconnected consumers) across multiple regions including Abbottabad, Bahawalpur, Karak, Multan, Peshawar, Sahiwal, Sargodha, and Sialkot. This tender focuses on outsourcing the recovery task to qualified contractors who will be responsible for collecting outstanding payments exceeding 12 months from disconnected consumers.
The scope of work includes maintaining a fully equipped office near SNGPL regional offices, engaging trained staff conversant with recovery procedures, issuing notices and letters to defaulters, and submitting weekly and monthly progress reports. Contractors must ensure proper handling of payments and maintain integrity by not soliciting cash or cheques directly from defaulters. The contract period is 36 months from the effective date.
Eligibility criteria require bidders to provide NTN and registration certificates, financial stability proof, experience details for the last five years, and a valid Bid Bond. The evaluation will be based on technical and financial proposals, with a minimum 70% technical score required to qualify for financial bid opening. The tender documents are free to download from the PPRA website.
The tender was originally closing on 17th June 2026 but has been extended to 6th July 2026 with submission deadline at 10:30 AM. Bidders must submit one original and one duplicate copy of their offers clearly marked as Technical and Financial Proposals in sealed envelopes. The submission address is the Office of the General Manager (Recovery), SNGPL, LDA Plaza, Egerton Road, Lahore.
A practical tip for bidders is to carefully follow the technical evaluation criteria and ensure all required documents and affidavits are complete and properly signed to avoid disqualification. Early submission is advised to accommodate any unforeseen delays and to allow time for clarifications if needed.
