Refurbishment, Installation and Commissioning of LPG Air Mix and Storage Facility at Chitral Town

Sui Northern Gas Pipelines Limited (SNGPL) invites bids for the refurbishment, installation, and commissioning of the LPG Air Mix Plant and LPG Storage Facility at Chitral Town. This project aims to supply Synthetic Natural Gas (SNG) by mixing LPG with air to produce gas with combustion properties equivalent to natural gas for consumers in Chitral where natural gas is unavailable. The scope includes inspection, assessment, refurbishment, supply of additional equipment, installation, integration, testing, and commissioning of existing and new equipment stored at SNGPL Manga Stores and at the project site. The technical scope covers refurbishment of three sets of vaporizer packages, blender modules, LPG pump packages, six air compressors, six LPG storage tanks, decanting pumps, fire fighting systems, and supply and installation of new equipment such as electric generators, electrical connections, instrumentation, emergency shutdown systems, piping, flare stacks, and LPG tank truck loading/unloading facilities. The plant is designed for a capacity of 20 MMBTU/hr with a discharge pressure of 25 psig. All works must comply with applicable local and international standards including ASME, NFPA, ISO 9001, OGRA, and Department of Explosives regulations. Eligible bidders must hold a valid Pakistan Engineering Council (PEC) license not less than C-4 general/financial category, be registered with FBR and ATL, and demonstrate at least ten years of relevant experience in LPG, SNG, or similar industrial plants. Documentary evidence of completed projects, financial soundness, and technical capability is required. Bidders must submit technical and financial bids in sealed envelopes by 16 June 2026 at 1500 hours to the LNG-LPG Department, 1st Floor, LDA Plaza, 07-Egerton Road, Lahore. Technical bids will be opened the same day at 1530 hours. A bid bond of 2% of the estimated value is mandatory. The contract will be awarded to the technically qualified and financially lowest bidder. The project completion timeline is 40 weeks from the issuance of the purchase order. Bidders should ensure thorough due diligence in pricing and compliance with all tender requirements.
