Tender Description
The Public Health Engineering Department in Sohbatpur is procuring rehabilitation and maintenance works for water supply schemes and UV filter plants across 26 different sites in District Sohbatpur. This tender includes three main works: rehabilitation of UV filter plants at 26 different sites, repair and maintenance of water supply schemes for the financial year 2026-27, and the right to collect water tariff and water user charges from consumers in the district.

The technical scope involves specialized water treatment equipment including membranes, PLC/monitoring systems, and branded pumps. The work requires technical evaluation before financial proposals are considered. The contractor must ensure all rehabilitated plants meet WHO Drinking Water Quality Standards, with third-party water quality testing at each location before final acceptance. A minimum 12-month warranty on equipment and workmanship is required. Additionally, the contractor must provide three days of operational training to PHED staff at each location and supply one set of spare parts (cartridge filters, O-rings, tools) for each plant.
Eligibility criteria include valid registration with the Pakistan Engineering Council (PEC) in the relevant category, registration with Balochistan Revenue Authority (BRA) and Federal Board of Revenue (FBR), possession of a valid National Tax Number (NTN), and registration under the Sales Tax Act, 1990. The bidder must have completed at least one similar work of minimum PKR 1.5 million in the last three years and must not be blacklisted or debarred by any government department, BPPRA, or PEC. Conflict of interest with the procuring agency or committee members is prohibited.
Tender documents are available from the date of publication until 13th August 2026 during office hours. The last date and time for submission of bids is 13th August 2026 up to 12 PM at the office of the Executive Engineer, Public Health Engineering Division, Sohbatpur. Bids will be opened the same day at 1 PM in the presence of bidders or their authorized representatives. Bids must include a bid security of 2% of the estimated cost in the form of a Call Deposit Receipt (CDR) or Bank Guarantee.
A practical tip for bidders is to ensure all technical documents, including PEC registration, financial statements, turnover certificates, and manufacturer authorizations for membrane filters and pumps, are complete and properly submitted in Envelope-A to avoid disqualification before the financial bid evaluation.
