Tender Description
The Multan Electric Power Company (MEPCO) invites bids for the Rehabilitation, Overhauling, and Repairing of 132/11.5KV Power Transformers under Tender No. MEPCO/T&G/04-PT/2026-27. This procurement is for non-consultancy services to be executed in Multan, Punjab. The scope includes the rehabilitation and repair of Siemens and PEL make power transformers located at various MEPCO grid stations. Items being procured:
- 132/11.5KV 31.5/40MVA Power Transformer, Siemens make, 1 unit
- 132/11.5KV 31.5/40MVA Power Transformer, PEL make, 1 unit
- 132/11.5KV 20/26MVA Power Transformer, PEL make, 2 units
The transformers are situated at different grid stations including Arif Wala, Muzaffar Garh, Makhdoom Rasheed, and Qadirabad. The rehabilitation work must comply with NTDC Specification P-46:2022 (Amended to date). The contractor is responsible for dismantling, transportation, insurance, and delivery of transformers to MEPCO's 132KV warehouse at Khanewal Road, Multan or any other site proposed by MEPCO. Fresh imported power transformer oil meeting relevant NTDC and IEC standards must be used. The warranty period is 30 months from delivery or 24 months from installation, whichever is earlier.
Eligibility criteria require bidders to have at least 5 years of experience in design, manufacturing, or repairing of power transformers and to have successfully completed at least 4 units each of 31.5/40 MVA and 20/26 MVA transformers in the last five years. Bidders must be registered with FBR, on the Active Taxpayer List, and not blacklisted. Joint ventures are allowed with a maximum of two members. Bid security must be submitted as per the bidding documents.
Bids must be submitted electronically via the EPADS v2.0 portal by 10:00 AM on September 25, 2026. Technical and financial bids will be opened on the same day at 10:30 AM. Manual bids will not be accepted. The bid evaluation will follow Least Cost Based Selection (LCBS) technique. Performance guarantees of 10% of the contract price are required. MEPCO will nominate inspectors to supervise the rehabilitation process and witness testing. Bidders are advised to inspect the transformers prior to bidding and ensure compliance with all specifications.
