Re-Habilitation, Rectification, Testing Commissioning and Operationalization and Annual O & M of Entire Fire Alarm and Fire Fighting Systems at Supreme Court Building Islamabad

The Supreme Court of Pakistan invites sealed bids for the comprehensive re-habilitation, rectification, testing, commissioning, operationalization, and annual operation and maintenance of the entire fire alarm and fire fighting systems at the Supreme Court Building in Islamabad. The scope includes detailed survey and preparation of as-built drawings, supply and installation of fire resistant shielded cables, addressable break glass units, indoor loop powered electronic sounders, addressable multi detectors, microprocessor-based fire alarm control panels, loop cards, and annual operation and maintenance services including deputation of technical staff for 18 months. Items being procured: - Survey and comprehensive detail along with preparation of as-built drawings by qualified engineers, supervisors, technicians, and helpers - Supply, installation, and commissioning of fire resistant shielded cables (3050 meters) - Addressable break glass units (20 units) - Addressable indoor loop powered electronic sounders (15 units) - Addressable multi detectors (60 units) - Wired/wireless addressable microprocessor-based fire alarm control panel (1 unit) - Loop cards for existing panel (2 units) - Annual operation and maintenance of entire fire alarm and fire fighting system including deputation of 3 fire alarm technicians and 2 helpers - Replacement of defective parts of existing fire fighting system including landing valves, hose pipes, nozzles, fire hose cabinets, and hose reel cabinets - Repainting and repair of fire hose reel cabinets - Re-filling and provision of fire extinguishers of various types and capacities including dry chemical powder, CO2, fire balls, automatic ceiling mounted extinguishers, and AFFF trolly mounted extinguishers The technical scope covers detailed survey, preparation of as-built drawings, supply and installation of specified fire alarm and fighting equipment, annual operation and maintenance, replacement of defective parts, and refilling of fire extinguishers. The work will be executed at the Supreme Court Building, Constitution Avenue, Islamabad. Eligibility criteria include valid registration with FBR, PEC, and SECP, relevant experience, and non-blacklisting. Bidders must submit bids through EPADS v2.0 by October 6, 2026, 11:00 AM. Technical bids will be evaluated on a least cost based selection method with a 60% pass mark. Financial bids of technically qualified bidders will be opened subsequently. Bid security of 2% of the total bid price is required. Performance security of 5% of contract price will be required from the successful bidder. Payment will be made against work done and upon submission of invoices. The contract period for completion of works is 60 days from issuance of work order.
