Tender Description
Pakistan State Oil Company Limited (PSO) invites qualified contractors to submit quotations for the comprehensive rehabilitation of Vertical Storage Tank # 6809 located at Sihala. This project involves extensive mechanical, civil, and painting works to restore the tank to operational standards in accordance with PSO specifications and industry best practices.
Items being procured:
- Internal Cleaning of Tank
- Cutting, removal and dismantling of steel structure (35,510 KG)
- Fabrication works including erection, installation & welding of tank shell and structural steel
- Services for pit build-ups (500 EA)
- Repair of weld seams (25 M)
- Provision of scaffolding and staging platform
- Grit blasting (1,500 M2)
- Providing and applying various paints and coatings including epoxy primer and finish coats
- Mechanical cleaning (25 M2)
- Application of red lead primer, enamel, coal tar epoxy coatings
- Surface preparation including sweep blasting and jet washing
- Stenciling and name plate installation
- Vacuum box and hydrostatic testing of tank and pipelines
- Calibration and oil penetrant testing
- Leak testing of nozzles
- Radiographic and magnetic particle inspections
- Dye penetrant testing of tank and pipelines
- Hydrostatic testing of pipelines of various diameters
- Cutting, removal, shifting and placing of pipelines and pipe fittings
- Making weld joints and bolting/unbolting of flanged joints in pipes
- Installation and removal of valves of various sizes
- Supply and installation of dip hatch covers
- Dismantling and excavation works
- Laying of concrete of various mixes
- Cement plaster application
- Waterproofing with PB4 hot bitumen
- Sand filling and compaction

- Supply of gate valves, elbows, flanges, sockets, tees, caps, nipples, sprinklers, and MS clamps as per PSO standards
The scope covers all materials, labor, equipment, testing, and certifications required for the complete rehabilitation of the tank and associated pipelines. Contractors must ensure compliance with relevant codes and standards including API 650, ASME, ASTM, and PSO specifications. All consumables such as welding electrodes, gases, scaffolding materials, and paint instruments are to be provided by the contractor without additional cost.
Eligibility criteria include valid PEC registration in relevant categories, FBR active taxpayer status, and proven experience in similar tank rehabilitation projects. Earnest money and bid security requirements will be as per PSO procurement rules.
