Tender Description
The University of Sindh Jamshoro, under the HEC Funded Project, invites experienced contractors and firms to participate in the procurement of remaining works for two major projects. The first project involves the left over remaining work of extension for the Working Women Hostel including compound wall and gates, under the title 'Strengthening and Up-Gradation of Academic Facilities at University of Sindh, Jamshoro'. The second project covers the remaining work of Information Technology Service at the Institute of Information Technology, extension of Administrative Block of Students Financial Aid Office, Office of Research, Innovation and Commercialization (ORIC) & Quality Enhancement Cell (QEC) along with Training Hall under the same HEC funded project.

The technical scope includes civil works for the hostel extension and compound wall, as well as IT infrastructure and administrative block extension works. The projects are located at University of Sindh, Jamshoro, Sindh. The estimated cost for the hostel extension is Rs. 145.279 million with a completion time of 12 months, while the IT service and administrative block extension is estimated at Rs. 79.400 million with a completion time of 10 months. Earnest money is required at 5% of the estimated cost for each project.
Eligibility criteria require bidders to have registration with FBR for Income Tax and Sales Tax (active taxpayers), Sindh Revenue Board registration for procurement of works and services, and Pakistan Engineering Council registration. Bidders must not be blacklisted and should have at least 5 years of experience in similar services in HEIs and large public sector organizations. An electrical license for the Hyderabad region is mandatory. Annual turnover requirements are Rs. 150,000,000 for the first project and Rs. 80,000,000 for the second, verified by bank statements.
The tender fee is Rs. 5000 for each project. Bids must be submitted electronically via SPPRA EPADS by 30th July 2026, with the first project closing at 10:30 AM and the second at 11:00 AM. Manual bids will not be accepted. Technical proposals must be submitted in hard copy at the time of bid opening. The procurement method is single stage two envelope procedure.
A practical tip for bidders is to visit the site before submission to assess the actual physical status of the works, as some are fully completed, partially done, or not yet begun. This will help in preparing accurate and feasible bids and avoid abnormal rates that may be rejected.
