Tender Description
The P&LP Directorate at NUST Islamabad is procuring the renewal of firewall licenses for its Military Colleges and the NBC NUST H-12 Campus. This procurement is planned for the financial year 2026-27 and involves renewal of security licenses for seven Fortinet firewalls installed across various campuses. The campuses include NIPCONS Rawalpindi, MCE Rawalpindi, CAE Rawalpindi, CEME Rawalpindi, MCS Rawalpindi, PNEC Karachi, and NBC Quetta. Each location requires renewal of one firewall license with specific models and serial numbers as detailed in the tender documents.

The scope includes firmware and general updates along with license features such as Intrusion Prevention, Antivirus, Web Filtering, Email Filtering, Outbreak Prevention, and FortiGate Cloud Sandbox. The licenses must be renewed within 28 days of contract award. The procurement is managed by the P&LP Directorate at NUST H-12 Campus, Islamabad.
Eligible bidders must be registered with FBR and SECP, active on the tax payer list, not blacklisted, and authorized OEM dealers for the firewall licenses. The bidding process follows the Quality and Cost Based Selection (QCBS) method with a single stage-one envelope procedure. Bids must be submitted online via EPADS v2.0 by August 21, 2026, 11:00 AM, with bid opening at 11:30 AM the same day. Manual bids are not accepted.
A bid security of 3% of the quoted value is required, and a performance guarantee of 5% of the contract price will be retained during the warranty period. Delivery, installation, and commissioning must be completed within 4 weeks. Bidders should ensure compliance with all technical specifications and submit all required documents including OEM authorization, tax certificates, and technical manpower resumes.
A practical tip for bidders is to register early on EPADS v2.0 and carefully follow the submission instructions to avoid disqualification due to late or incomplete bids. Also, ensure all supporting documents are properly labeled and attached as per the tender requirements to meet the evaluation criteria effectively.
