Tender Description
This tender invites bids for the renovation of the 4th floor portion under PPMC at the Evacuee Trust Complex in Islamabad, issued by the Power Planning and Monitoring Company (PPMC). The scope covers comprehensive civil works, plumbing, electrical installations, communication systems, and fire separation works, reflecting a multi-disciplinary construction project in the federal capital.
The project involves dismantling existing structures including floors, doors, and false ceilings, followed by installation of premium quality aluminum doors, tempered glass walls, porcelain tiles, gypsum board false ceilings, and specialized kitchen marble sills and cabinets. Plumbing fixtures include western water closets, vanities, and kitchen sinks from approved manufacturers. Electrical works encompass networking, lighting, exhaust fans, display screens, and inverter-type air conditioning units. The site is located in Islamabad's Evacuee Trust Complex, requiring careful coordination of civil, mechanical, and electrical disciplines to meet architectural and engineering standards.
Bidders must be licensed by the Pakistan Engineering Council (PEC) in categories CE-10, EE-04 with a financial category of C-4 or above. Joint ventures are allowed with a maximum of two partners, each meeting PEC licensing requirements. Compliance with FBR tax returns for the last three financial years and a minimum average annual turnover of PKR 100 million is mandatory. The tender requires submission of a technical proposal and financial bid separately under a sealed two-envelope system via the EPADS portal.
The submission deadline is set for 15th April 2026 at 11:00 AM, with bid opening scheduled at 11:30 AM the same day at PPMC's office in the Evacuee Trust Complex. Bidders should ensure their bids include an original bid security of PKR 3,000,000 in the form of a Call Deposit Receipt or Bank Guarantee valid for 28 days beyond bid validity. The contract duration is 180 days from the notice to commence.
Pro-Tip: Carefully review the bid security and PEC licensing requirements as non-compliance leads to outright rejection. Also, attend the pre-bid meeting on 7th April 2026 at 11:00 AM at the PPMC office to clarify technical and procedural queries. Ensure all documentation, including financial statements and experience certificates, are complete and properly attested to avoid disqualification.
