Renovation and Construction Works at FIA Headquarters Islamabad by Capital Development Authority

The Capital Development Authority (CDA) invites electronic bids from eligible bidders registered with Pakistan Engineering Council (PEC) for procurement of renovation and construction works at FIA Headquarters located in Sector G-9/4, Islamabad. The works include renovation and revamping of the main block, construction of a counter terrorism wing, cafeteria, revamping of the Global Interpol Academy, and construction of additional rooms on multiple floors including the main block and wings block. Items being procured: - Renovation / Revamping of Main Block at FIA Headquarter, Sector G-9/4, Islamabad - Construction of Counter Terrorism Wing at FIA Headquarter Sector G-9/1, Islamabad - Construction of Cafeteria at FIA HQ at Sector G-9/4, Islamabad - Revamping of Global Interpol Academy at FIA Headquarter, Sector G-9/4, Islamabad - Construction of Additional Rooms on Ground Floor, 1st Floor, 2nd Floor and 3rd Floor of Main Block and Wings Block, Uplifting of Main Block and Academy Block at FIA Headquarter, Sector G-9/4, Islamabad The procurement will follow the Single Stage One Envelope procedure using Least Cost Based Selection (LCBS) technique in line with Public Procurement Rules, 2004. All bids must be accompanied by a bid security in the form of Pay Order or Call at Deposit as specified in the bidding documents. Detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) portal at https://vendors.epads.gov.pk/ for registered bidders. Bidders must register on EPADS v2.0 to participate. Bids must be submitted electronically through EPADS v2.0 on or before Monday, 24 August 2026 at 11:30 AM. Bids will be opened on the same day at 12:00 PM. Manual submission of bids will not be entertained. Interested bidders should ensure their PEC registration is valid for the relevant categories and maintain FBR/ATL compliance. Earnest money in the form of bid security is mandatory.
