Tender Description
The Federal Directorate of Education (FDE), Ministry of Federal Education and Professional Training, Islamabad, is inviting sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the renovation of laboratories in educational institutions under FDE, Islamabad. This project aims to upgrade and modernize laboratories for Physics, Chemistry, Biology, and Combined Science to enhance practical learning and scientific education standards. The scope includes civil works, electrical and mechanical works, plumbing, and provision of modern laboratory equipment and furniture.
Items being procured:
- Civil Works including flooring, marble skirting, vanities, WPC wall paneling, painting, zebra blinds, glass panes, MDF boards, laboratory tables and stools, interactive screens, and repair works
- Plumbing Works including ceramic sinks, bathroom sets, bib cocks, mixing valves, traps, and water supply pipes
- Electrical & Mechanical Works including copper cables, switches, exhaust fans, ceiling fans, LED tube lights
The works shall be executed in accordance with the Bill of Quantities, Technical Specifications, Drawings, and other bidding documents. The project duration is 6 months with a 1-month defect notification period. Bidders must be registered with Pakistan Engineering Council (PEC) in relevant categories and comply with all eligibility criteria including FBR registration and financial stability. The bidding process follows Quality and Cost Based Selection (QCBS) with 70% technical and 30% financial weightage.
Bids must be submitted online via EPADS by 2:00 PM on September 7, 2026, with bid opening at 2:30 PM the same day. Manual bids will not be accepted. A pre-bid meeting will be held on August 28, 2026, at 11:00 AM at the PMU office, Islamabad. Bid security of Rs. 10,000,000 in the form of Call Deposit Receipt is required. The contract includes advance payment, performance security, and liquidated damages clauses. Bidders are advised to carefully review the bidding documents and site conditions before submission.
