Tender Description
The National Tariff Commission (Ministry of Commerce) Islamabad invites experienced and eligible bidders for the Renovation of NTC Office Building located at 4th Floor, State Life Building No. 5, Jinnah Avenue, F6/4, Islamabad. This procurement is planned for the financial year 2026-27 under contract reference P85612. The procurement method is Single Stage One Envelope using Quality and Cost Based Selection (QCBS) technique. Bidders must be registered with relevant tax authorities (NTN & GST) and Pakistan Engineering Council (PEC) with valid registration certificates. The scope includes civil works, public health works, electrical works, and dismantling activities.

- Sewerage and sanitary works including multi-floor drains, manholes, cast iron covers, sinks, gratings, PVC pipes
- Water supply works including sinks, bib cocks, PPRC pipes
- Gas supply works including gas cooking range and GI pipes
The technical scope covers all materials, installation, finishing, and related services as per detailed specifications and drawings. Bidders must have PEC category C4 or above, demonstrate financial capacity, and provide evidence of successful completion of similar works. Bid security of PKR 814,284 is required. Bids must be submitted electronically through EPADS v2.0 portal by 27 August 2026 at 10:30 AM. Manual bids will not be accepted. Bidders are advised to inspect the site before bidding.
