Tender Description
The National Tariff Commission, Pakistan (NTC) based in Islamabad Capital Territory is procuring comprehensive renovation works for its office building located at 4th Floor, State Life Building No.05 China Chowk, Blue Area, Islamabad. This procurement covers a wide range of civil and electrical works including removal of old partitions, installation of new PVC wall paneling, false ceiling with POP, vinyl/wood flooring, paint and polish work, roller window blinds, stage construction for hearing room, electrical wiring and fittings, wooden work stations and cabins, and kitchen works on multiple floors.
The technical scope involves site clearance, debris removal, and installation of high-quality materials such as AKB PVC panels, gypsum for ceilings, Marflex flooring, Berger paints, Philips LED lights, and Al Noor tactile sheets for wooden cabins. The kitchen works include installation of cabinets, black granite shelves, tiles, vinyl flooring, sinks, mixers, and accessories. The scale of work is significant with quantities ranging from hundreds to thousands of square feet and multiple specialized trades involved.
Eligible bidders must be registered with relevant tax authorities (NTN & GST), hold valid PEC registration where applicable, and demonstrate relevant experience in similar government projects. Firms should be local based in Rawalpindi or Islamabad and possess sound financial and technical capacity. The evaluation will be based on a Quality and Cost Based Selection (QCBS) method with a minimum technical passing score of 88 out of 220.
The submission deadline is Tuesday, June 2, 2026, at 11:00 AM via the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. Manual submissions are not accepted. Bidders must upload scanned copies of bid security and other required documents and submit original bid security two days prior to bid opening. The bid opening will be conducted online on the same day at 11:30 AM.
