Renovation of Toilet Blocks in Domestic and International Departure Lounges at Allama Iqbal International Airport Lahore

The Pakistan Airports Authority (PAA) invites sealed bids for the Renovation of Toilet Blocks in Domestic and International Departure Lounges at Allama Iqbal International Airport (AIIAP), Lahore. This procurement is for civil works including building, sanitary, and electrical/mechanical works at the airport in Lahore, Punjab. The project involves comprehensive renovation tasks such as dismantling, masonry, plastering, flooring with vitrified tiles and granite, installation of sanitary fixtures including WCs, basins, urinals, and plumbing works, as well as electrical installations including LED panel lights, fans, wiring, and air diffusers. Items being procured: - Building works including dismantling doors/windows, brick masonry, reinforced concrete, false ceilings, vitrified tiles, granite flooring, PVC door panels, door locks - Sanitary works including dismantling existing fixtures, providing and fixing WCs, basins, urinals, mixers, bib cocks, floor wastes, mirrors, glass partitions, PPRC and PVC pipes - Electrical/mechanical works including dismantling wiring points, installation of LED panel lights, switches, sockets, fans, wiring in conduits, air diffusers The scope covers all materials, labor, and equipment necessary for the renovation as per specifications and drawings. Bidders must be registered with FBR, listed on the Active Taxpayer List, hold valid PEC registration in category C-5, and provide an affidavit confirming no blacklisting or litigation. The contract duration is 150 days for building works, 50 days for sanitary works, and 40 days for electrical/mechanical works. Bids must be submitted electronically via EPADS v2.0 portal by 1st September 2026 at 11:00 AM. Manual submissions will not be accepted. Bid security of PKR 690,000 is required in the form of Pay Order, Banker's Cheque, or Call Deposit. Performance guarantee of 5% of contract price will be required upon award. Technical and financial bids will be evaluated on Least Cost Based Selection (LCBS) basis. The procuring agency emphasizes compliance with safety, health, and environmental standards as per CAA HSE Manual. Contractors must ensure proper PPE usage, permit to work system, hazardous waste management, and follow all safety protocols. The project is located in Lahore city, Punjab province.
