Renovation and Up-gradation of Washrooms of P Block

The Ministry of Planning, Development & Special Initiatives Islamabad is procuring comprehensive renovation and up-gradation services for the washrooms of the P Block Secretariat. This project involves dismantling existing sanitary fixtures, supplying and fixing approved UPVC and PVC pipes, installation of custom-built PVC floor sumps, glazed ceramic tiles, vanity bowls, kitchen sinks, Wudu areas, dual level basin sinks, and approved bathroom fittings. The electrical scope includes wiring, installation of exhaust fans, LED lighting, and general electrification works. The site is located in Islamabad Capital Territory, and the works must be executed in accordance with approved drawings, specifications, and international standards such as ASTM, ACI, and BS. Eligible bidders must be registered with the Pakistan Engineering Council in relevant categories for civil and renovation works, possess valid NTN and Sales Tax registration with FBR, and have an active AGPR vendor number. Firms should demonstrate at least three years of relevant experience with a minimum of three similar projects completed. Financial soundness is required, supported by audited financial statements or bank certificates for the last three years. Bidders must submit technical brochures, company organogram, CVs of key personnel, and an affidavit of non-blacklisting. The project will be executed on a turnkey basis as per the complete Bill of Quantities; partial bids will not be accepted. The deadline for electronic bid submission on the EPADS portal is 18th May 2026 at 10:00 AM, with bid opening at 11:00 AM the same day. Manual bids are not accepted. Hard copies must also be submitted to the Section Officer (Admin-II), Ministry of Planning, Development and Special Initiatives, Room No. 109, P-Block, Pak Secretariat, Islamabad. Earnest Money in the form of 2% bid security is mandatory. Bidders are advised to visit the site between 10:00 AM and 2:00 PM for measurements and information. A practical tip for bidders is to ensure all technical product brochures and detailed construction schedules are included in the technical bid to avoid disqualification during evaluation.
