Provision of Rental Vehicle Services

Ignite National Technology Fund Islamabad invites bids for the provision of rental vehicle services. This procurement is specifically for companies registered with the Federal Board of Revenue (FBR) and possessing relevant experience in vehicle rental services. The scope includes supplying a fleet of well-maintained vehicles such as sedans, SUVs, passenger vans, and buses with model years 2022 and above, equipped with air-conditioning, GPS tracking, safety features, and other operational requirements. The service provider must ensure timely deployment, maintenance, and replacement of vehicles and drivers across Pakistan including AJ&K and Gilgit-Baltistan. Bidders must meet mandatory eligibility criteria including valid SECP registration, NTN and GST certificates, active tax payer status, and a minimum of five years experience in vehicle rental services. A bid security of PKR 500,000 is required. Technical evaluation covers experience, client portfolio, fleet strength, driver management, and certifications. Financial proposals must be submitted via e-PADS by July 16th, 2026 at 4:00 pm. The pre-bid conference is scheduled for July 6th, 2026 at 11:00 am at Ignite's Islamabad office. The contract includes detailed service level agreements with penalties for late arrival, vehicle breakdown, and driver misconduct. Drivers must have valid licenses, minimum five years experience, and wear prescribed uniforms. The service provider is responsible for all maintenance, insurance, and operational costs. Monthly rental and intercity/intracity rates must be quoted inclusive of fuel, driver charges, and taxes. A practical tip for bidders is to ensure complete and timely submission of all mandatory documents and bid security on e-PADS to avoid disqualification. Familiarity with the e-PADS system and adherence to the single stage one envelope procedure will enhance chances of success. The contract duration is tentatively for 2026-2027 with possible extension based on performance.
